The U.S. Small Business Administration administers the Highly Underutilized Business Zone (HUBZone) program to encourage U.S. Government agencies to utilize businesses located in areas which have had limited opportunities for government contracts, and to encourage businesses to stay or move to these under served communities.  PORTAC is located in Stevenson, Washington which is a HUBZone, but allows global reach due to its modern telecommunications infrastructure, and proximity to Portland International Airport (PDX) in nearby Portland, Oregon.  This combination offers PORTAC access to small business program set-aside contracts for HUBZone.
